Jakarta - Newcastle United dikabarkan tengah dalam proses negosiasi ambil alih oleh pangeran Arab Saudi. Bahkan pembicaraan disebut-sebut sudah mencapai tahap lanjut.
Negosiasi antara Dana Investasi Publik atau Public Investment Fund (PIF) Arab Saudi dengan pemilik Newcastle United Mike Ashley dilaporkan BBC sudah berjalan beberapa bulan ini. Sumber BBC juga mengatakan bahwa ada peluang besar kesepakatan bakal terjalin.

Kesepakatan itu diperkirakan bernilai 340 juta paun atau sekitar Rp 6,04 triliun (kurs 1 paun = Rp 17.769). Meski demikian, negosiasi juga masih mungkin kandas mengingat tingkat kerumitan negosiasi semacam ini.

"Ashley tidak ada kebutuhan untuk menjual, dan dia itu tak terprediksi," ungkap satu sumber BBC.

Negosiasi ini terjalin dengan perantara pebisnis Inggris, Amanda Staveley, yang memang punya koneksi kuat di Timur Tengah. Ia yang membuka jalur negosiasi klub Liga Inggris tersebut dengan Pangeran Arab Mohammed bin Salman.

Staveley adalah sosok yang turut menengahi pembelian Manchester City oleh Sheikh Mansour pada 2008 silam. Ia kabarnya menginginkan 10% saham Newcastle jika kesepakatan terjalin.

Jika transaksi ini berhasil, maka akan menambah daftar keterlibatan Arab Saudi di sepakbola Eropa. Sebelumnya sudah ada Sheffield United yang dimiliki Pangeran Arab lainnya, yakni Abdullah bin Mosaad bin Abdulaziz Al Saud.

Selain itu ada pula klub divisi dua Liga Spanyol, Almeria, yang dipuyai kepala Otoritas Hiburan Umum atau General Entertainment Authority Arab Saudi, Turki al-Sheikh.

Newcastle sendiri dimiliki oleh Mike Ashley sejak 2007 silam. Ia membelinya seharga 134,4 juta paun atau sekitar Rp 2,39 triliun dengan kurs saat ini.

Tahun lalu Grup Bin Zayed, yang mewakili miliuner Uni Emirat Arab Sheikh Khaled bin Zayed Al Nahyan, sempat nyaris menggengam kepemilikan Newcastle. Tapi kesepakatan batal terwujud.

The Premier League are planning to introduce national banning orders that will prohibit fans found guilty of anti-social or racist abuse from entering the grounds of all 20 clubs.

The seemingly growing problem of aggressive behaviour in the stands and even away from stadia was discussed at length at a meeting of the clubs on Thursday, with all in unanimous agreement that firmer deterrents need to be imposed.

Chelsea, Tottenham and Bournemouth have all issued life bans to their own fans following anti-social behaviour over the last year, but under the new proposals such suspensions would cover the entire Premier League.

Many club executives have personal experience of being abused themselves, and representatives of the other 19 clubs used part of Thursday's meeting to express solidarity with Manchester United vice-chairman Ed Woodward, whose family home was attacked last week.

'The league will come together,' said West Ham chairman David Gold. 'We will come together as a unit to protect the likes of Ed and to punish those perpetrators.

'It cannot be tolerated. Manchester United are a big club, Ed Woodward a big figure in the game. He cannot be worried about his wife and children.'

The Premier League confirmed the new tougher stance in a statement. 'At today's shareholders' meeting Premier League clubs united against all forms of violent, threatening and abusive behaviour,' it read.

The clubs also voted to put back the summer transfer window to the end of August, which was the system used until it was brought forward to before the start of the domestic season two years ago, which will put the top flight in line with the rest of Europe.

The vote was almost unanimous so an alternative proposal for a hybrid option whereby only international transfers would be permitted after the start of the season on August 8 was not discussed.

Summer tours are highly lucrative events for top-flight clubs who seek to financially maximise the league's global appeal.

Nevertheless, teams are ready to give the final call on whether to press ahead with lucrative training camps in Asia to their respective medical teams given the severity of the epidemic that has so far killed close to 600 people and infected over 28,000 people worldwide.

Sportsmail revealed on Thursday how annual pre-season tours to the Far East - particularly China - are under threat due to the killer virus.

However, as it stands, the Foreign Office is advising against all travel to mainland China because of the coronavirus outbreak - though there is no official recommendation against flying to other Asian destinations despite the global spread of the virus.

Last year, Manchester City, Manchester United, Newcastle, Tottenham, Southampton, West Ham and Wolves were among the top-fight clubs who went on summer Asian tours. All the aforementioned clubs also spent periods in China.

The search had descended into something of a farce for the Premier League, who initially believed they had filled Scudamore's void after Dinnage accepted the role, before later changing her mind.

Dinnage’s decision, thought to be motivated as much by concerns about the potential problems facing the Premier League as a desire to remain in her current position at Discovery, was of particular embarrassment to Chelsea chairman Bruce Buck.

Another candidate, CEO of the Guardian Pemsel, then had to step down from taking the role after it emerged he had been sending a series of text messages to a young female colleague.

Pemsel was due to start work in February but ended up withdrawing from the position, with Richard Masters then requested to continue as interim chief executive.

Masters was eventually given the role on a permanent basis and officially appointed chief executive in December.

Premier League clubs are exploring a motion to relax work permit regulations as a compromise with the Football Association over English football's post-Brexit homegrown quota plan edges closer.

Sportsmail understands the British government want a definitive update on how the new rules will look following the United Kingdom's exit from the European Union by the end of the month.

Following initial concern that an agreement between the two largest bodies in English football would not be reached by the end of this month, there is now optimism that a deal can be agreed in the coming weeks.


Work permit regulations could be relaxed for Premier League clubs in some circumstances

Among the rule changes mooted is one that would permit clubs to a limited number - potentially as many as three - of players in their 25 man squads who would not require visas.

As it stands, players outside the EU must meet a criteria, like having played a certain number of international matches, before being granted a work permit by the UK government.

Nothing is finalised, but there has been talks over implementing the 'free hit' idea, which would enable clubs to sign players from all over the world without being hindered by employment red tape.

Ideally, Premier League clubs would prefer work permit restrictions for all players to be lifted completely but the FA are keen to use Brexit as an opportunity to curb the number of foreign players clubs are allowed.

The FA's view is that extending the current restrictions will benefit the national team - who haven't won a major tournament since 1966.

But knowing the FA are very unlikely to give clubs free rein on who they can recruit in the transfer market, the Premier League will compromise.

The FA want to reduce the number of foreign players top-flight clubs are permitted in their 25 man squads from 17 to 13 - an idea the Premier League object to.

Premier League officials fear the FA's plans will damage the competition's status as the best in the world and will have significant consequences for the UK economy given its huge global following.

Clubs are also seeking clarification on the which foreign players fit the homegrown category with teams no longer able to sign overseas players under 18 from January due to Brexit.

As it stands, a player can be born overseas but still be viewed as homegrown if they spend three years in an English or Welsh academy between the ages of 16-21.

But contingency plans are being put in place should Public Health England deem it necessary to follow the example of Italy, where all sport has been suspended until at least April 3.

The government will continue to brief the governing bodies on a daily basis, with clubs asking to be given as much notice as possible if they are going to be asked to postpone or cancel games, or change arrangements for fans.

England’s friendly international against Italy, scheduled for March 27, seems set to be the first football match to be called off, given the strict measures put in place by the Italian government in an attempt to limit the spread of coronavirus.

The FA are waiting for the Italian Football Federation to cancel the fixture and there are no plans to seek an alternative opponent.

The Football League have told the government some clubs fear going out of business if games have to be played behind closed doors.

Around 60 people attended Monday's meeting, which included officials from government, broadcasters and sports authorities.

A DCMS spokesman said: ‘Government officials chaired a constructive meeting of sports and broadcast partners as part of sensible contingency planning in relation to Covid-19,

‘This included a discussion of how staging sporting events behind closed doors could work in practice. However, based upon the current scientific advice, there is no rationale to close or cancel sporting events as things stand.’

Wolves’ Europa League last-16 first leg at Greek side Olympiacos on Thursday will be played behind closed doors.

The government response to the coronavirus outbreak is expected to shift to the 'delay' phase on Thursday - reportedly meaning that a crisis plan concerning football could shortly be unveiled.

All matches are expected to be played behind closed doors under new plans to combat the spread of the virus.

According to The Times, the current season will not be postponed but games will be contested with no supporters present. All Premier League ticket holders for individual clashes will be able to stream coverage of matches in their homes instead.

With the response to the pandemic moving imminently, no games will be shown in pubs to avoid congestion of people, and Premier League fixtures will not be shown live in the Saturday 3pm slot.

Broadcasters are believed to be permitted to screen more than one top flight game during the lunchtime and tea-time slots - and this would apply across the weekend and on Mondays.

Supporters of clubs in the Football League would be able to watch action from the lower tiers using iFollow streams.

Among those include Arsenal ordering a deep clean at the stadium and training ground, and anyone who was within two metres of Marinakis for more than 15 minutes, including anyone sitting near to him in the directors' box, being advised to self-isolate.

Juventus star Daniele Rugani became the highest-profile footballer to have tested positive, with the Serie A club confirming that those who have come into contact with the defender will also be checked.

Inter Milan, who faced Juventus last week, have subsequently halted all sporting activities - with Rugani an unused substitute for that clash.

All sport in Italy has been cancelled until April 3 in an attempt to combat the virus.

A host of European fixtures, involving Chelsea and Manchester United, will also be played behind closed doors.
