FIFA scrap controversial plan to expand 2022 World Cup in Qatar to 48 teams

* But logistical and political complexities proved too much to overcome


The 2022 World Cup in Qatar will be a 32-team tournament as originally planned, FIFA has announced.

The world governing body had considered expanding the event to 48 teams - as is planned for the tournament from 2026 - but this has proved impractical.

With the event just three years away, Qatari organisers did not feel there was enough time to carry out studies on the logistical impact of an expanded competition.

The desert state has been preparing for a 32-team tournament, with eight stadia, since 2010.

Feasibility studies involving neighbouring countries were also carried out but no solutions were found.

'The FIFA World Cup Qatar 2022 will therefore remain as originally planned with 32 teams,' a statement read.

The 2026 tournament in the United States, Canada and Mexico will be the first World Cup for 48 finalists.

'A joint analysis, in this respect, concluded that due to the advanced stage of preparations and the need for a detailed assessment of the potential logistical impact on the host country, more time would be required and a decision could not be taken before the deadline of June.

'It was therefore decided not to further pursue this option.'

FIFA president Gianni Infantino is confident next year's World Cup will be played in front of full stadiums.

The sporting world has been severely impacted by the coronavirus-pandemic, with sporting events either being closed to fans, or with very few supporters allowed to attend since the first lockdown.

But Infantino, who attended a WHO briefing to launch a join campaign to promote fair access to vaccines, said he was confident stadiums would be full at the tournament which takes place in Qatar.

He said: 'I am very, very confident (it) will be incredible, will have the same magic, uniting the world. We will be back to where we have to be.'

The tournament is due to be held in Qatar in November and December 2022 and will feature 32 nations.

'COVID will be defeated by then. If in two years' time we are not there yet, we will all have a bigger problem than a World Cup.'

Qualifying games for the tournament have already begun in Asia and South America and are due to start in Europe in March.

Asked about the wisdom of holding international games in the current situation, Infantino said those games would take place under a 'clear health protocol which would not put at risk the health of anyone'.

'It is always a balance that we have to take but we need to respect the decisions of governments all over the world. The situation is very, very different all over the world.

'We will monitor the situation in the coming weeks, we can see the situation is evolving week by week.

'The international games will be held in March; by then we will assess the situation and see where we can play and in what conditions but we will certainly not take any risks with the health of anyone when we play football,' he said.

The biggest question is whether or not the goalkeepers will be happy when a 'spectrum of colours' comes flying at them during the tournament.

The adidas Jabulani come in for intense criticism from players and goalkeepers alike after a number of high-profile errors in the 2010 World Cup.

Former USA goalkeeper Tim Howard had some of the strongest views on the ball in 2010, by saying: 'It's terrible. You will hear that a lot next week, next month. We are trying to get used to it, trying to read an unreadable situation.

'Hopefully it's not going to come back and bite us but you are going to see some crazy things with the ball.

'What does it do? What doesn't it do, would be a better question. It moves all over. If you hit five balls with the same striking motion you wouldn't get the same result.'

Former Italian shot-stopper Gianluigi Buffon also criticised the ball, as he said: 'The World Cup brings together the best players on the planet, these champions must be given something decent.

'The new ball is not decent, not just for goalkeepers but for everyone. Its trajectory is unpredictable.'

The Telstar 2018 World Cup ball also got heavily criticised with Spain internationals David de Gea and Pepe Reina claiming it was 'strange' and that it was more difficult to grip than other balls.

Germany shot-stopper Marc-Andre ter Stegen echoed concerns, but conceded that goalkeepers would simply have to get used to it.

FIFA will be hoping the new innovative ball for the 2022 World Cup does not come under similar criticism.

FIFA has formally moved the World Cup start up by one day and given host nation Qatar an exclusive Sunday evening slot with a global audience.

Qatar will now play Ecuador in Doha on Nov. 20 - just 101 days after FIFA's decision Thursday - stretching the World Cup to 29 days from the 28 agreed seven years ago after a June-July tournament was pushed back to avoid the searing desert heat in midsummer.

The surprise late switch was signed off by a FIFA committee comprising its president Gianni Infantino and presidents of the six continental soccer bodies. FIFA said the vote was unanimous.

The plan was revealed Wednesday after several rounds of ticket sales to fans worldwide since last year.

'FIFA will seek to address any issues arising from this change in a case-by-case basis,' soccer's world body said Thursday regarding fans whose travel plans are affected.


FIFA confirmed that the start date of the winter World Cup had been moved forward a day. The sport's governing body said that the decision 'followed an assessment of the competition and operational implications'

The date change was said to be supported by tournament organisers in the tiny gas-rich emirate, South American soccer body CONMEBOL and the two teams' national soccer federations.

Qatar will now make its World Cup debut kicking off against Ecuador at 7 p.m. local time on Nov. 20 after an opening ceremony on the field at the 60,000-capacity Al Bayt Stadium.

The opening game until Thursday's decision was Netherlands-Senegal in Qatar's Group A, starting at 1 p.m. local time on Nov. 21, a Monday. That game is pushed back six hours to the 7 p.m. Monday slot vacated by Qatar-Ecuador.

The governing body added in a statement: 'The decision followed an assessment of the competition and operational implications, as well as a thorough consultation process and an agreement with key stakeholders and the host country.

'The release period, as previously decided and as governed by the Regulations on the Status and Transfer of Players, will remain unchanged, beginning on 14 November 2022.

'Ticket holders will be duly notified by email that the relevant matches have been rescheduled and their tickets will remain valid irrespective of the new date/time.'
