FIFA Segera Tes Teknologi Garis Gawang

ZURICH, KOMPAS.com - FIFA mengumumkan, pada 7-13 Februari ini, mereka akan menguji teknologi garis gawang dari sepuluh perusahaan. Hasilnya akan digunakan sebagai bahan pertimbangan FIFA sebelum memutuskan apakan teknologi itu akan diterapkan dalam sepak bola atau tidak, dalam pertemuan Maret mendatang.

Pengujian akan dipimpin oleh lembaga riset EMPA Zurich. Akurasi dan kecepatan waktu merupakan kriteria utama, karena teknologi akan digunakan untuk membantu dan mengakomodasi kebutuhan wasit mengambil keputusan benar dalam hitungan detik.

Tes alat akan dilakukan dalam ruangan tertutup di markas besar FIFA. Tidak diketahui apakah Hawk-Eye, firma yang sudah memanfaatkan teknologi tersebut pada olahraga tenis dan cricket mengambil bagian dalam uji coba ini. Menurut Soccernet, Hawk-Eye sudah diminati konfirmasi tetap menolak menjawab apakah mereka ambil bagian atau tidak.

Hasil tes akan diumumkan pada pertemuan federasi seluruh dunia, yang akan digelar di Celtic, pada 5 Maret mendatang.

Sejumlah kalangan mengaku berharap, ada sistem yang memenuhi kriteria FIFA dan kemudian disahkan untuk diterapkan dalam sepak bola.

Gagasan menggunakan teknologi garis gawang setidaknya muncul setelah insiden tidak disahkannya gol gelandang Inggris, Frank Lampard ke gawang Jerman, pada babak 16 besar Piala Dunia 2010 Afrika Selatan. Dari tayang ulang terlihat, bola yang ditembakkan Lampard sudah melewati garis gawang, sebelum memantul kembali keluar. (FIFA/SCN)

FIFA Berikan US$400 Ribu Untuk Kamboja

Bola.net - Federasi Sepak Bola Kamboja (FFC) telah menerima dana hibah sebesar US$400 ribu dari Badan Sepak Bola Dunia (FIFA) untuk proyek FIFA Goal ketiga.

Proyek ini adalah satu inisiatif yang dirancang untuk membantu negara-negara di seluruh dunia dalam membuat fasilitas teknis untuk pengembangan dan kelanjutan kegiatan sepak bola.

"Kami akan berusaha sekuat tenaga dan berharap lebih banyak lagi dukungan dari FIFA. Ketika kami memiliki infrastruktur yang memadai maka kemampuan sumber daya manusia kami akan meningkat," kata Sekjen FFC, Ouk Sethy Cheat, dikutip dari situs resmi aseanfootball.org, Senin.

Hibah kali ketiga ini akan digunakan untuk membangun dua gedung akomodasi dan satu ruang ganti di Pusat Sepak Bola Nasional yang baru berdiri di lahan seluas 15 hektar di Distrik Bati, Provinsi Takeo.

FFC menerima dana hibah proyek FIFA Goal pertama 2002 untuk membangun kantor pusat di Chaeng Meng, pinggiran kota Phnom Penh.

Dana hibah kedua pada 2008 digunakan untuk proyek pembangunan dua gedung yakni bangunan akomodasi, ruang ganti dan ruang makan di tengah Takeo. (ant/cax)

Tidak Bayar Utang, Pelatih Israel Diskors FIFA

Bola.net - Pelatih tim nasional Israel, Luis Fernandez, telah diskors dari segala aktivitas sepak bola oleh FIFA pada hari Kamis, seorang sumber FIFA mengatakan kepada AFP.

Pelatih kelahiran Spanyol yang berusia 51 tahun itu diskors FIFA karena kasus yang berkaitan dengan sebuah klub Qatar yang pernah dia latih.

Asosiasi Sepak Bola Israel (IFA) mengatakan sebelumnya pada hari Kamis kalau mereka telah menerima "permintaan resmi" dari FIFA untuk memecat Fernandez.

Permintaan itu mengatakan Fernandez "harus menghentikan semua kegiatannya yang berhubungan dengan sepak bola karena kegagalannya untuk membayar utang kepada klub yang pernah dia latih di Qatar," kata IFA dalam pernyataannya.

IFA mengatakan kalau mereka akan mengadakan pertemuan dengan Fernandez untuk membahas masalah ini.

"Minggu depan saya akan bertemu dengan Luis Fernandez dan memutuskan bersama bagaimana cara memecahkan masalah ini," kata ketua IFA, Eli Luzon.

Dalam pernyataannya, Fernandez mengatakan, "Ini adalah sengketa hukum lama. Saya yakin kalau segala sesuatunya akan selesai sebelum pertandingan kami selanjutnya pada akhir bulan Maret."

Fernandez tidak mencatatkan banyak keberhasilan sejak mengambil alih tim nasional Israel bulan Maret lalu, dengan hanya membukukan 1 kemenangan di ajang kualifikasi Piala Eropa atas Malta.

Fernandez, yang telah bermain 60 kali untuk timnas Perancis, pernah menjadi pelatih Paris Saint Germain, Athletic Bilbao dan Espanyol. (afp/cax)

ZURICH – Pagelaran Piala Dunia 2010 di Afrika Selatan lalu, membawa keberkahan buat FIFA. Dalam laporannya, presiden FIFA Sepp Blatter menyatakan bahwa Piala Dunia 2010 menghasilkan pemasukan sebesar USD1,2 miliar atau sekitar Rp10 triliun lebih.

Blatter mengungkapkannya pada sidang ke-33 Konfederasi Sepakbola Afrika di Khartoum, Sudan. Dalam paparannya, pemasukan Piala Dunia 2010 ini dua kali lipat lebih besar dibandingkan Piala Dunia 2006 di Jerman.

"Ada berita baik dari PD 2010. FIFA mendapat pemasukan sebesar USD1,2 miliar. Sementara PD 2006 hanya USD600 juta," kata Blatter seperti dilansir AP, Jumat (25/2/2011).

Blatter melanjutkan, FIFA akan memasukan pendapatan ini dalam laporan tahunan FIFA, yang akan dirilis pekan depan.

"Ini adalah keuntungan untuk FIFA, Konfederasi Afrika dan Afrika Selatan. Dan ini adalah kemenangan buat Afrika. Kesuksesan finansial memang bukanlah hal yang terpenting. Tapi, yang utama adalah memulihkan kebanggaan dunia kepada Afrika," tambah Blatter.

Untuk kali pertamanya kompetisi sepakbola paling akbar diselenggarakan di benua Afrika, pada akhir dekade lalu. Sebelumnya, Piala Dunia selalu dimainkan di Eropa, Amerika dan satu kali di benua Asia. (zwr)

FIFA Akan Umumkan Jatah Tiap Benua di Piala Dunia 2014

Bola.net - Badan federasi sepak bola dunia, FIFA, Kamis (3/2) direncanakan akan mengumumkan berapa jatah tiap benua yang akan ikut berlaga di Piala Dunia 2014 Brasil nantinya.

Federasi Sepak bola Amerika Selatan, CONCACAF, di penyelenggaraan kali ini mengajukan satu jatah lagi dari jatah mereka sebelumnya. FIFA sendiri akan mengumumkan apakah permintaan mereka untuk penambahan satu negara lagi itu dikabulkan atau tidaknya pada hari Kamis di Zurich.

Federasi Sepak bola Afrika, CAF, sebelumnya mendapatkan jatah 6 negara peserta dari 32 peserta yang berlaga di Piala Dunia Afrika Selatan lalu, dan hanya menyisakan satu partisipan saja yang lolos dari babak penyisihan Grup, yakni Ghana.

CONCACAF memiliki tiga tempat kualifikasi di 2010 lalu, dengan satu negara harus berjuang di babak play-off antar negara Amerika Selatan untuk menghuni tempat keempat.

Amerika Utara, yang diwakili CONMEBOL, menyumbangkan 4 partisipan di 2010 lalu. Sedangkan Eropa menjadi benua penyumbang partisipan terbanyak dengan 13 negara peserta. Federasi sepak bola Asia, AFC otomatis menyumbangkan 4 wakil, dan negara kelima harus berjuang di babak play-off dengan negara pemenang kualifikasi Oceania. (scn/fjr)

Blatter Senang Dirinya Calon Tunggal

Bola.net - Presiden FIFA, Sepp Blatter mengatakan kalau dirinya berharap tak memiliki lawan untuk pencalonannya yang keempat menjadi presiden federasi sepak bola dunia itu.

Kongres pemilihan presiden FIFA akan berlangsung Juni nanti, dan hingga kini belum ada satu nama pun yang diajukan secara resmi untuk menggantikan Blatter. Beberapa nama seperti Pele, Michel Platini, dan Franz Beckenbauer sampai saat ini hanya disebut-sebut saja tanpa ada keterangan resmi dari kubu mana yang akan mencalonkan mereka.

Berbicara setelah pertemuan Komite Eksekutif FIFA malam tadi, Blatter menggambarkan dirinya sebagai "orang yang sangat bahagia" karena ia diperkirakan akan menjadi calon tunggal dalam kongres nanti.

"Tidak ada satu calon pun yang diinformasikan kepada saya untuk pencalonan nanti. Akhir Maret ini deadline-nya. Saya bahagia," kata Blatter, seraya menambahkan bahwa sebelum pertemuan ia mendapatkan satu dukungan suara lagi dari Federasi Sepakbola Somalia.

FIFA Larang Penghangat Leher

MANCHESTER, KOMPAS.com - Federasi Sepak Bola Dunia (FIFA) mengeluarkan regulasi yang mengejutkan. FIFA mengeluarkan aturan yang melarang pemain sepak bola memakai penghangat leher kala bermain di lapangan.

"Dewan Federasi Sepak Bola Internasional sepakat bahwa sehubungan dengan pasal 4 mengenai perlengkapan pemain, menggunakan penghangat leher seharusnya tak diperbolehkan," demikian pernyataan FIFA.

Presiden FIFA, Sepp Blatter, menambahkan, "Ini bisa berbahaya. Bisa seperti alat untuk menggantung orang."

"Saya seorang pemaim sepak bola di musim dingin dan musim panas, dan saya tak pernah memakai itu. Kami juga harus memperhatikan peraturan yang ada," sambungnya.

Ini akan menjadi aturan yang menyesakkan bagi pemain yang sudah terbiasa memakai penghangat leher seperti duo Manchester City, Carlos Tevez dan Yaya Toure. Kini keduanya harus berpikir lagi bagaimana caranya bisa nyaman bermain di musim dingin tanpa menggunakan penghangat leher. (SUN)

Skorsing Pelatih Israel Dicabut FIFA

Bola.net - FIFA secara resmi mencabut segala bentuk hukuman kepada pelatih nasional Israel Luis Fernandez, yang dijatuhkan bulan lalu, demikian diumumkan federasi sepak bola Israel, Senin (Selasa WIB).

"FIFA secara resmi telah mengumumkan segala bentuk hukuman kepada pelatih Israel telah dibatalkan," demikian menurut laman resmi federasi sepak bola Israel.

Mengomentari keputusan FIFA tersebut, Fernandez hanya berkomentar pendek, "Sekarang kita semua bisa terus melangkah."

Fernandez, pelatih berusia 51 kelahiran Spanyol dan pernah membela tim nasional Perancis itu dijatuhi hukuman skorsing oleh FIFA pada 20 Februari lalu gara-gara pernyataannya pada tahun 2009 menyangkut hutangnya pada klub Qatar Al-Rayyan yang dilatihnya pada 2005.

Minggu lalu Fernandez menegaskan ia telah menyelesaikan masalah tersebut secara hukum yang berujung pada hukuman yang diterimanya.

"Karena FIFA menolak untuk memberi waktu lebih lama, saya harus menyelesaikan masalah tersebut agar saya tidak kena skorsing," kata Fernandez.

Fernandez gagal memperlihatkan prestasi sejak menjadi pelatih nasional Israel pada Maret 2010 lalu, karena hanya meraih sekali kemenangan atas Malta di kualifikasi kejuaraan Eropa.

Fernandez, yang membela Perancis sebanyak 60 kali dan menjadi bagian dari kesuksesan negara itu meraih gelar juara Eropa pada tahun 1984, sebelumnya pernah melatih Paris Saint Germain, Athletio Bilbao dan Espanyol. (ant/cax)

FIFA Pupuskan Pembelaan Kolo

MANCHESTER, KOMPAS.com - Ambisi bek Manchester City, Kolo Toure, untuk lolos dari sanksi akibat gagal tes doping pupus sudah. Federasi Sepak Bola Dunia (FIFA), melalui Seketaris Jenderal Jerome Valcke, menolak alasan Kolo yang mengaku dirinya tidak tahu jika obat diet yang dikonsumsinya dilarang dalam sepak bola.

"Anda pemain profesional. Pada tingkat tertentu Anda memiliki tim yang cukup besar untuk Anda tanya apakah pil ini baik atau tidak," tegas Valcke.

Valcke menambahkan, "Bila tahu bahwa Anda secara permanen berada dalam ancaman doping, ada dokter di dalam tim yang bisa Anda tanya apakah pil ini ada di daftar (larangan) atau tidak."

Sebagaimana diberitakan sebelumnya, Kolo terancam sanksi setelah gagal menjalani tes doping dan dinyatakan positif menggunakan obat-obatan terlarang. Ia diberitakan mengonsumsi obat diet yang merupakan milik istrinya. Berdasarkan peraturan dari Badan Anti Doping Dunia (WADA), pemain asal Pantai Gading ini terancam sanksi larangan tampil dalam dua tahun. (SUN)

How much better would football be if average Joes like us ran it? We'd change plenty, starting with these ten laws of the game that need sorting quickly. From the trivial, to the not so...



10) Names on shirts
This a little pedantic, I grant you. But why is Javier Hernandez Balcazar allowed 'Chicarito' on his shirt? Or Christian Benitez with 'Chucho'? Or Julien Escude with 'sqd' (see what he did there)? Or Neil Ruddock having 'razor' on the back of his Palace shirt back in the day? Without being a killjoy, it just sets a worrying precedent allowing players to have nicknames on shirts. And with Lee Bowyer looking like he may be released by Birmingham in the summer, some football league club is going to have to stock up on the letters N, T, U and C.

9) Bookings for removing shirts
Although it does annoy many fans, I can see the rationale behind booking players for going into the crowd (safety, crowd control etc). But none of these reasons apply to the removal of shirts. There is nothing offensive about seeing a topless male, and the ridiculous nature of George Elokobi's upper torso should be celebrated. Rumours exist that the reason for the punishment is because the shirt sponsors demand that their brand name is displayed at such a time of elation. Whether true or not, it is a frustrating example of kill-joy authoritarian rule-making.

8) Sending offs for penalties
It seems the ultimate double punishment. A defender slightly mistimes a tackle when a player is in the box and has the keeper to beat. The defender has to try and challenge, because he would be pilloried by his fans and manager if he didn't. A penalty is awarded and his team are reduced to ten men. Seemingly game over. But why not bring in some logic? If the penalty is scored, then the player is allowed back on to the pitch, and the red card is reduced to a yellow. If the penalty is not converted, then he remains off the field. If he is allowed back on then he still serves the one match ban he would have received. There is a single punishment for the incident. And while we are on the subject of penalties...

7) Encroaching
It is an epidemic. It doesn't happen every now and then, it happens at every opportunity. The reason for doing so is clear, as if the penalty is saved or comes of the frame of the goal, there is a clear advantage in arriving at the ball first. The answer? Why not just make penalties as they are in shootouts? Is the chance to take a shot from twelve yards against a keeper not opportunity enough to score, especially when spot kicks can be awarded for the slightest of transgressions? There would then be no incentive for players to run into the area, and the referee would have the sole responsibility of checking that the goalkeeper stayed on his line (which has to be policed more).

6) Undisclosed transfer fees
An epitome of football's negligent attitude towards accountable and responsible football finance. If a football club spends money on a player, then surely their fans, other clubs and the football community deserves to know how much has been spent on the asset? The reason for the undisclosed nature is clear. Either the buying club does not want the football public to see that they have overpaid for a player, or the selling club does not want its fans to think that they have let one of their stars go for a meagre or miserly fee. A fee is only generally disclosed if both parties feel that they have got a fair deal out of the transfer. Whilst these points of view are clearly understandable, authorities must surely instigate a level of influence. FIFA's financial fair play rules require an increased degree of transparency. The first way to persuade Joe Public that this is occurring would be to remove such an obvious veiling of information.

5) Retrospective charges
If there is one thing that we have learnt from the last ten days of football, it is that the majority of fans believe that the FA should have the ability to charge players for their misdemeanours after the game has concluded. And that this is valid whether or not the referee says that he saw it and tapped the player on the backside as a suitable punishment. This is not intended for every action that takes place on the football field, but simply reserved for those acts of violent conduct or red card offences that deserve official retribution. In the recent Rooney incident, the FA were almost powerless to act because Mark Clattenburg said that he had seen the incident and acted accordingly. Breaking those rules would have set a dangerous precedent by the FA. But the rule is an ass.

4) Higher punishments for disrespect to referees
Take any child in England (not literally), and ask him who his hero is. Wayne Rooney, Ashley Cole, John Terry, Rio Ferdinand. Just look at how they treat the only person of genuine authority on the football field. It seems like an out-dated opinion, but it is truly disgusting. I don't have any children, which I know about anyway, but it is an understandable position for a parent to not want to sit near the pitch at a Premier League match.

The reason such behaviour occurs is because it is allowed to occur. Football is not rugby - its background is more middle class and its players generally more educated. But instilling a sense of respect to officials has to occur. The FA's Laws of the Game state: "A player, substitute or substituted player is sent off if he uses offensive, insulting or abusive language and/or gestures." Start issuing red cards. Next time you watch a match on TV, just casually count the swears.

3) Goal line technology
Yes, it's an obvious shout. But I have to deal with burning issues alongside personal gripes. England were officially faeces in the World Cup, but 2-2 at half-time is a lot better than 2-1 down. It works in tennis, it works in cricket. It can work in football. Adding fourth and fifth officials is a temporary and unsatisfactory measure, for the reason that humans will always make errors. No other sport has a points system with an individual score that is as crucial to the final result as a goal in football. In an age when such goals are worth millions of pounds, we deserve to know the truth. FIFA and UEFA created this monster. They have the responsibility to assure that it is policed.

2) Fit and Proper Person Test
Thaksin Shinawatra. Peter Risdale. Munto Finance. Hicks and Gillett. Anyone at Portsmouth reasonably recently. It is a test easier to get a positive on than a Premier League player in an STI clinic. Take Denis Coleman, for example, whose bid for Rotherham United was blocked because he had been on the board for previous administrations. But Coleman, a boyhood fan, had helped eliminate 99% of the club's debt, saving the club when liquidation seemed inevitable. Is that really what the test should conclude? That a man seemingly with clubs' interests at heart is abandoned in favour of a foreign investor with a dubious human rights record or a Middle Eastern consortium with no funds or means of generating any? Thought not.

1) Fourth officials using replays
I guess that this is the big one, the zenith. Not simply the use of technology for goal line calls, but allowing the fourth official to review controversial incidents before advising the referee. I think that the argument is thus: if Glenn Hoddle or Barry Horne can gain insight into a decision within five seconds, then the referee deserves to. And the argument that governing bodies want football to be the same at grassroots level as at Premier League level is a moot point. At 10am yesterday I had to pick up a dog turd with my hand in a Tesco carrier bag. I'd love to see Rooney doing that.
